I had purchased a bike from a friend of a friend 2 years ago. I could not transfer the ownership due to work related travelling. Now that I'm in the city again I wanted to transfer the ownership as soon as possible. The owner has provided the Form 29 and 30 but the RTO has rejected the application saying they require an NOC that the finance taken on the bike has been cleared. There is no pending loans on the bike. What should I do in this case. The owner has now moved out of the country.
