I hate optima lx e scooter because it has no sufficient kmph speed and it has no sufficient power to motor to go up lands and also not having indicator light horn.can I get all the above specs now my old scooter

Since the vehicle provide with 250w motor,it cannot go up lands.and it needs horn facility with indicator lights.Is it possible to change the motor power now and also to fix indicator horns
