Im having a problem with my bike not starting. i have a 2007 kawasaki

Im having a problem with my bike not starting. i have a 2007 kawasaki ninja 500r/ex500. it has fuel, oil and the battery is good. it will start after a few tries but when it does, the rpms start to drop below 1000 and then it just shuts off. it will turn on with the choke al the way on but when i turn the choke off, the rpms are below 500 and eventually shuts off. i have new spark plugs on the way and ive added some heet to the fuel to see if that helps.
