I bought 2 wheeler Nagpur , registration done , life time road tax pai

I bought 2 wheeler Nagpur , registration done , life time road tax paid and afterwards shifted to Kolkata.My queries are follows :
1. is it necessary to pay road tax once again when I have paid life time tax at Nagpur.

2. I hv got n.o.c from Nagpur and road tax paid at kolkata, insurance renewed.. If the two wheeler is sold to another party, name transfer possible or not ? secondly number change is required to use the vehicle if name transfer done ?
